What this tool does
Turn photos into ordered A4 pages, then try a maximum PDF size in KB. This builds a real PDF and measures its saved bytes. A small target can require reduced image detail, and may remain unreachable.
Inputs are up to 25 MB each, subject to the existing plan page limit. Text input is up to 500 KB. Jobs have a 90-second processing deadline and a 128 MB output budget. Existing upload checks, virus scan, queue and automatic deletion apply. Changed PDFs lose valid digital signatures.

Common questions
Is this just renaming JPG to PDF?
No. Images are placed on actual PDF pages, then the PDF is compressed.
What if the form requires 100 KB exactly?
This is a maximum target, not exact padding to a byte count. It never inserts hidden padding.
Can I keep all original pixels?
Not necessarily. Compression can reduce resolution to try the target. Review legibility and any missed-limit warning.
